Skyrim is the homeland of the Nords, a fierce and proud warrior people who are used to the bitter cold and mountanous terrain that mark the lands of Skyrim. As for providing tips to players on how to encounter a legendary dragon before level 78, it doesn't belong on the article (and certainly not in the achievements section) until something concrete is known, such as that one will always spawn near X once you're level Y.
